Seminar on participation and Higher Education

The seminar on “Participation and Higher Education” took place at the European Parliament in Brussels on the 18th October 2011. The seminar was host by the GUE/NGL group of the European Parliament. The purpose of this seminar was to discuss key aspects of the European Higher Education Area, in particular student exchange and its social dimension.

MEP Lothar Bisky defined in the beginning of the seminar, Higher Education as being a public good and that its equal access can only be granted by public funding, knowing that in this regard the European Higher Education Area presents as very diversified picture.

Julie Fionda, member of the Higher Education Policy Unit from the European Commission, presented the key message from the Modernization Agenda of Higher Education systems:
  • Quantity: Increasing the number of graduates by 2020 to 40% of young people. It is interesting to note that the European Higher Education Area is only at 26% in 2010, whereas Australia presents a rate of 37% or Canada of 50%.
  • Quality: Increase the relevance of proposed curricula to the needs of the market and as well the employability of graduates. It is estimated that by 2020, 35% of all jobs will need skilled human resources having benefited from a Higher Education degree.
  • The contribution of Higher Education to social and economic growth. 
Prof. Ehmann, Secretary-General of European University Foundation, presented the policy of Campus Europae regarding student mobility in Europe:
  • Language preparation and learning
  • Ex-ante recognition
  • Social, academic and professional integration of students
Nicolai Netz, representative of Eurostudent, presented an interesting insight on the social selectivity in the access to temporary foreign enrolment periods. G. Moreira, from the University of Aveiro gave a valuable input from the student exchange experiences at the University of Aveiro and how the student actually perceive a period of academic mobility abroad.

The conference welcomed as well member of the student’s movement of Chile (Camila Vallejo, Giorgio Jackson and Gabriel Iturra), it allowed the participants to exchange information on Higher Education systems in Chile and Europe and how the institutions, protest actions and policy-making processes are run. Julian Walkowiak, President of the Student Council, encouraged their action and active participation in the future of their Higher Education Institutions and offered representatives a symbolical present, which is the T-shirt of the Ride for Your Rights! Tour 2011.

To end this seminar, Olav Yvangson, representative of the European Students Union and MEP Gabriele Zimmer presented their views on an agenda setting powers in the European Higher Education Area, with a focus on why student participation in Higher Education is crucial for further local, national and European-wide development of Higher Education systems.
